Bremen is the smallest state, a city-state made up of two cities, Bremen and Bremerhaven, and the citizenship test asks three questions about it. The coat of arms shows a silver key on red, and the state flag is red and white. The state parliament is called the Bürgerschaft and, uniquely in Germany, is elected for only four years; that is the key point for the test. You can vote for the Bürgerschaft from 16, so the voting age applies to the state parliament, not only to local councils. The head of government is the President of the Senate, and there is no senator for foreign relations. Hemelingen is a Bremen district, whereas Altona is in Hamburg and Pankow in Berlin. On the map Bremen is the small spot in the north-west on the Weser. Information comes from the state agency for civic education.

Behind the answers

The key in the arms is the key of Saint Peter, patron saint of Bremen Cathedral. In the exam it sits next to Hamburg’s castle, also on red. Tell them apart: Bremen a key, Hamburg a castle with three towers.

Two questions make Bremen different from every other state. The term is four years instead of five, and the voting age of 16 also applies to the Bürgerschaft, the state parliament. If you have learned other states’ questions, it is easy to tick the wrong number here.

In the government question the titles of the three city-states appear side by side. In Bremen the President of the Senate is also mayor, but in the test only “President of the Senate” counts. The question on which state is a German city-state is easy with Bremen, because Munich, Frankfurt and Erfurt are cities in territorial states.

Common questions

How long is the Bremen Bürgerschaft elected for?

Four years. Bremen is the only state with a four-year term; every other state parliament is elected for five. In the citizenship test this is a favourite question, because many people tick five out of habit. For Bremen, four is correct, and it is worth learning it as the one exception.

What is Bremen’s head of government called in the test?

President of the Senate (Präsidentin or Präsident des Senates). In daily life Bremen also calls this person mayor, but the test uses the catalogue answer. Governing Mayor is Berlin’s title, First Mayor Hamburg’s, and Minister-President the title in the territorial states.

Which district belongs to Bremen in the citizenship test?

Hemelingen. The other options are Altona in Hamburg, Pankow in Berlin and Babelsberg in Potsdam. Hemelingen lies in the south-east of the city of Bremen on the Weser. If you know the Hamburg and Berlin districts from their own questions, you will find the answer quickly.
