Schleswig-Holstein lies in the far north between the North Sea and the Baltic, and three questions about it appear in the citizenship test. The coat of arms shows two blue lions on gold for Schleswig and a white nettle leaf on red for Holstein. The state flag is blue, white and red. The capital is Kiel, not Lübeck, Flensburg or Husum. The state parliament is elected for five years, and you can vote in municipal elections from 16. The correct district is Nordfriesland. The question on civic education has a twist: in Schleswig-Holstein the right answer is the state commissioner for civic education (Landesbeauftragte), not a state agency (Landeszentrale) as in the other states. The head of government is the Minister-President, and there is no foreign ministry. If you have studied other states’ questions, this is the answer to relearn.

Behind the answers

The state’s double name is also in its arms. The two lions come from the Duchy of Schleswig, long tied to Denmark, and the nettle leaf from Holstein. In the exam you recognise the arms by their two different halves.

The civic education question is the real trap. In the other states the institution is called the Landeszentrale für politische Bildung, and that answer is marked correct in their questions. Schleswig-Holstein instead has a state commissioner, the Landesbeauftragte. The catalogue asks for exactly that term.

For the capital, Lübeck is the best-known wrong answer, an old Hanseatic city with the Holsten Gate. Kiel on the Baltic is the seat of parliament and government. Nordfriesland lies on the North Sea coast, with Husum as its district town, which adds to the confusion in the capital question.

Common questions

Where do you get political information in Schleswig-Holstein?

From the state commissioner for civic education (beim or bei der Landesbeauftragten für politische Bildung). That is the right answer in the catalogue. In almost every other state the equivalent body is called a Landeszentrale für politische Bildung, so this question is a trap for anyone who has studied other states.

What is the capital of Schleswig-Holstein?

Kiel. The test also offers Husum, Flensburg and Lübeck. Lübeck is famous as a Hanseatic city, Flensburg lies on the Danish border, and Husum is the district town of Nordfriesland. The state parliament and government, however, sit in Kiel on the Baltic coast.

What colours is the Schleswig-Holstein flag?

Blue, white and red. The other options are white and blue, white and red, and green, white and red. The colours come from the arms: blue from Schleswig’s lions, white and red from Holstein’s nettle leaf. For other states, blue, white and red appears as a wrong answer.
