If you live in Lower Saxony, three questions about the state appear in the citizenship test. The coat of arms shows a white leaping horse on red, the Saxon steed. The state flag is black, red and gold like the federal flag, but carries the state arms. The capital is Hanover; Braunschweig, Wolfsburg and Osnabrück are wrong. The state parliament is elected for five years, and you can vote in municipal elections from 16. The correct district is Ammerland. On the map Lower Saxony is the large area in the north-west. The head of government is the Minister-President, and there is no foreign ministry. Information comes from the state agency for civic education. The main risk of confusion is the horse, because North Rhine-Westphalia also has a white horse in its arms, there together with a wavy line and a rose.

Behind the answers
The Saxon steed has been the emblem of the area now called Lower Saxony for centuries. In the exam it stands alone on a red shield. North Rhine-Westphalia’s arms also show a white horse, but in a shield divided into three, with a white wavy line for the Rhine and the Lippe rose. A single horse means Lower Saxony.
The flag is a feature Lower Saxony shares with Rhineland-Palatinate and Saarland: the colours are those of the federal flag, and the state arms make the difference. In the test, black, red and gold is enough.
Ammerland lies in the north-west of the state near Oldenburg and is known for its tree nurseries. The other options lead to North Rhine-Westphalia, Schleswig-Holstein and Saxony. For the capital, Braunschweig is the obvious trap, because it is an old ducal residence.
